In response to the escalating concerns regarding dog attacks, the central government of India has put forth a recommendation to prohibit a list of 23 dog breeds deemed dangerous. These breeds include well-known names such as Rottweilers, Mastiffs, and Pitbulls. The proposal extends to mixed and crossbreeds of the enumerated dogs. The move aims to halt the import, sale, and breeding of these breeds within the country’s confines.

The Department of Animal Husbandry and Dairying, in its communique to the states, asked for cessation of all licensing activities related to the sale and breeding of these targeted dog breeds. The communication underscores the necessity of neutering or spaying for existing pets of these breeds to prevent propagation. This initiative is rooted in both public safety concerns and the well-being of the animals, which have been raised by numerous animal welfare organizations.

To enforce these recommendations, the central government has urged state governments to implement existing animal welfare rules, including the Prevention of Cruelty to Animal (dog breeding and marketing) Rules 2017 and Prevention of Cruelty to Animal (Pet Shop) Rules 2018. Additionally, an expert committee established by the Department of Animal Welfare and Husbandry has supported the idea of banning these so-called ‘ferocious’ dogs from being kept as pets, following increasing reports and complaints about dog attacks on humans, which have led to fatal incidents. A legal process is also underway as the Delhi High Court deliberates on a petition to ban specific breeds; a decision was expected in the first quarter of 2024.
